Major corporations, municipalities and public agencies have sought the services of LSC for the development, implementation, oversight, and monitoring of Compliance Programs.

Contracting

LSC’s Contracting Compliance services include the review of applicable legislation relative to the client’s specific project. We also assist clients in understanding compliance procedures, systems, and/or reports by providing in-house training. While we train our clientele, we are also enhancing or creating compliance documents which satisfy local and federal requirements. Subcontracting Plan development and implementation is a fundamental and core service of L. S. Caldwell & Associates, Inc. Compliance programs.

Employment

Our Employment Compliance programs are designed to address the needs of the residents of jurisdictions where specific development projects occur. LSC has developed partnerships with employment/training resources across the District. These resources include job readiness facilities, specific workforce programs, apprenticeship training entities, trade schools, Job Corp centers, trade unions, etc. LSC circulates projected employment data to participating resource partners to encourage the process of cultivating applicants for open positions with major project contractors.

Contracting & Employment

LSC facilitates information flow between Contractors and employment/training resources to coordinate applicant identification, interviews and timing of employment opportunities. This process places the Contractor in a position to proactively identify and select qualified applicants for current and future job openings.

The results of this program are to:

Provide skills to unemployed District residents

who seek job opportunities associated with construction; relative to solid leads on a variety of construction-related trades while making available supportive training/employment resources.

Facilitate skilled and semi-skilled construction related applicants

who remain unemployed and provide access to upcoming employment in labor categories within a 60/90/120 window; and

Provide the community at large with current announcements

for specific jobs. Community Awareness/Participation (CAP) Programs play a key role in the success of any programmatic effort that impact residents or businesses. LSC is responsible for developing and managing Contractor Conferences and Outreach efforts that attract thousands of attendees. CAP campaigns run the gamut from door to door approaches to national print and electronic media. Facilitating community meetings, dispute mediation and resolution panels have proven to be indispensable initiatives as part of our service offerings.
