PC Construction and CDM have a joint venture for the Tunnel Dewatering Project.

About the Project The design and construction includes, but is not limited to, build-out of the tunnel dewatering pump station (TDPS) and enhanced clarification facility (ECF). The TDPS work includes construction of a multi-story, 165-foot-deep pump station housing the main tunnel dewatering pumps and other supporting mechanical and electrical equipment, and instrumentation and control systems. The ECF includes a process treatment system, together with mechanical, electrical and instrumentation control equipment. New electrical service and piping connections to the existing Blue Plains Plant treatment systems, chlorination and dechlorination.

PC/CDM Joint Venture The TDPS and ECF are being constructed by a joint venture of PC Construction and CDM Smith. PC Construction is one of the nation’s largest employee-owned contractors, offering general contracting, construction management and design-build services. CDM Smith is a global engineering and construction firm that is providing both design and construction management services for this specific project. Together, this team has a history of successfully completing numerous projects in the region, including the recent main process train project—DC Water Blue Plains. The joint-venture is currently providing a wide variety services to DC Water as a part of this project, including design, construction, quality control, startup and commissioning.

Fair Share Goals The Fair Share Objectives for Minority and Women-Owned Business Enterprise (M/WBE) involvement in this project are determined as percentages of the total TDPS/ECF contract value. Our goal is to achieve a participation of 28 percent and 4 percent, respectively, for the professional services component, and of 32 percent and 6 percent, respectively, for the construction component of the project.
