The Final Dewatering – First Contract was a $7,000,000 project housed in the DC Water Biosolids Management Program. The project entailed upgrading the centrifuge dewatering plant and its screw conveyance system. The project also involved an expansion of the dewatering system through the addition of high capacity belt presses and a belt conveyor discharge system.  Construction encompassed replacing the existing DSLF Odor Control Scrubber, which included select building demolition, renovations, piping, ductwork and electrical work. In an effort to control compliance activities, Brown and Caldwell contracted LSC to implement the MBE, WBE, and Employment Compliance Plans. In doing so,  LSC worked closely with the Final Dewatering  contractors to ensure proper reporting and adherence to all compliance objectives set forth by DC Water are met.

Specific strategies established and implemented included:

  • Compliance Project Management: developing , implementing and monitoring the DC Water Compliance Plan
  • Responsible for providing contracting and employment technical and administrative support during the construction of the project including coordination of the subcontractor approval process and contractor compliance reporting
  • Provide Compliance Plan overviews and train key project personnel and all applicable contractors in M/WBE contracting, local employment, and certified payroll requirements
  • Review outreach programs developed and implemented by contractors to ensure they meet EPA “best faith” requirements
  • Provide a series of management reports that detail contracting and employment goals and achievements
  • Work with DC Water to implement compliance initiatives that support successful program implementation
  • Prepare and implement compliance progress presentations for the DC Water Board
