LSC Projects

This AWP was designed to engage citizens who seek alternate work opportunities, economic stability for families, and fulfills employment goals for the District of Columbia to provide long-term employment and available resources for companies seeking to do business in the District of Columbia.  L.S. Caldwell & Associates, partnered with Foulger Pratt, held two (2) ten (10) week training programs and job placement in thriving construction industry.

Specifically, this Project requires LSC to assist and/or implement the following:

OUTREACH

  • Meet with  TeamFPC members on issues directly related to the development and implementation of the Alternative Work Program (AWP).
  • Create a Trade Attribute Survey to obtain basic attributes from FPC Subcontractors for the participants of the program.
  • Develop an assessment/application to be completed by the applicants to thoughtfully assist individuals in identifying trades where they may not only have an interest but strength(s) which can be developed to where they may be the most successful.
  • Design and script an updatable copy of the FPC AWP used as a marketing tool.
  • Identify and cultivate relationships with external resources in the public and private sector that work with returning citizens, veterans, DOES unemployed, etc.
  • Combine information obtained from prospective candidate’s application submission and compare results with the trade attributes to determine next steps for the applicants.
  • Identify partners, public or private, that would be willing to provide supportive services to candidates at little to no cost.
  • Administrative oversight of all sessions, including stipend distribution, attendance tracking, course monitoring, graduation executing
  • Monitoring and reporting to DOES for all required monthly documents during and post graduation including job placement

Breeden Mechanical has provided expert mechanical systems solutions for construction projects for decades. Breeden offers a broad scope of mechanical designs, installations for plumbing and gas fitting requirements in new commercial, residential, and multifamily work through pre-construction, value engineering, design assist, coordination, and residential services.

(LSC) is pleased to partner with the District of Columbia Government regarding employment compliance in response to the DC Department of Employment Services (DOES)/First Source Employment Laws. LSC provides a full range of First Source Advisory services to Breeden Heating & Air (BHA) and Breeden Mechanical (BM).

Background

Local, Small, and Disadvantaged Business Enterprise Task Force

At the request of the Mayor’s Task Force on Local, Small, and Disadvantaged Business Opportunity Development, L. S. Caldwell & Associates, Inc. (LSC) was charged to conduct an analysis of the District of Columbia’s Fiscal Year 2001 contracting opportunities relevant to its Local, Small, or Disadvantaged Business Enterprises (LSDBE). The analysis and report covered sixty-one (61) District of Columbia Agencies and Commissions, and twenty-eight (28) Memorandum of Understanding partners. The primary goal for LSC was to facilitate greater LSDBE compliance through an examination of the District’s utilization policies, programs, and practices that will be useful to Agency managers in structuring systems and policies that are consistent with their business needs and operations as well as their LSDBE contracting obligations objectives.

Metropolitan Washington Airports Authority - Annual Business Opportunity Seminar

The event was hosted at the Renaissance Hotel which is located a 999 Ninth Street NW, Washington, DC. The Renaissance hotel has 27 meeting rooms, 38,820 sq. ft. of total meeting space. The largest meeting room is the Grand Ballroom with maximum meeting space of 7,656 sq. ft. and maximum capacity of 1,150.

L. S. Caldwell & Associates, Inc. (LSC) was retained to plan an event to promote local, small, minority and women owned businesses of upcoming contract opportunities at the Ronald Reagan National Airport and the Washington Dulles International Airport.  Working closely with MWAA and local area Business and Training Organizations, LSC successfully gathered 765 individuals and 519 Firms at the event.

Minority Business Development Agency – Maryland Coronavirus Response and Relief Act Program

CARES Act Program
Under the Trump administration the U.S. Department of Commerce provided $10 million in CARES Act funding to the network of MBDA Business Centers and national minority chambers of commerce. L. S. Caldwell & Associates, owner/operator of the Maryland MBDA Business Center successfully facilitated the Maryland CARES Act Program from June 1, 2020 – May 31, 2021.

Maryland Coronavirus Response and Relief Act Program
As part of the Consolidated Appropriations Act of 2021, under the Biden administration,

Congress authorized $25 million for the “Minority Business Development Centers Program” to assist minority business enterprises with prevention, preparation for, and response to the COVID-19 pandemic. Assistance was provided by identifying and accessing local, state, and federal government assistance and by supporting business growth through exporting, manufacturing, and federal contracting initiatives. The Maryland MBDA Business Center, operating under L. S. Caldwell & Associates, was one of 28 states chosen for the second award period from July 1, 2021 – June 30, 2022.

CARES Act Press Release as of June 22, 2020:

“Today, the U.S. Department of Commerce, Minority Business Development Agency (MBDA) announced the deployment of $10 million in CARES Act funding to the network of MBDA Business Centers and national minority chambers of commerce. The grants will be used for education, training, and advising small and minority business enterprises in their recovery from the effects of the COVID-19 crisis.

“The Trump Administration is committed to helping minority businesses access the resources they need to rebound from unexpected challenges and allow distressed communities to thrive through private investment and federal support,” said Secretary of Commerce Wilbur Ross. “These CARES Act grants, in addition to the nearly 9,000 Opportunity Zones across the country, ensure that minority-owned businesses have focused support in addressing critical funding, contracting, and operational needs in the unique circumstances resulting from COVID-19.

“MBDA recognizes that minority communities and businesses have been particularly hurt and continue to face enormous challenges due to COVID-19,” said David J. Byrd, MBDA National Director. “Many of these small businesses now, more than ever, need access to the available resources from the federal government. Our network of MBDA Business Centers and national minority chambers of commerce have been on the front lines. The CARES Act funding will help them implement programs that will assist more minority businesses in preventing, preparing for, and responding to the COVID-19 pandemic.”

The CARES Act funding was distributed to existing MBDA Business Centers and national minority chambers of commerce who have the infrastructure to provide national coverage and the capacity to implement nationwide programs that reach large quantities of minority business enterprises.

Minority Business Round Table

LSC was selected as the Project Director to develop a Minority Business Round Table, and worked directly for the Joint Center of Political and Economic Studies in a White House initiative led by the U. S. Department of Commerce Minority Business Development Agency. LSC had the responsibility of leading the Round Table development and providing staff support. Development tasks included designing and conducting a national survey, preparing corporate biographical research and analysis, marketing and recruiting, business and financing plan drafting.

PEPCO

PEPCO (The Potomac Electric Power Company) was sanctioned by the Public Service Commission of Maryland (PSC) to complete an assessment of national third party certifying agencies to determine which performed Disadvantaged Business Enterprise (DBE) certification, what criteria was used for verification and how the agency monitored and/ or enforced their requirements.  PEPCO was provided a list of certifying agencies that was appended to a jointly executive Memorandum of Understanding (circa 2009) which provided a base of certifying agencies.

L. S. Caldwell & Associates, Inc. (LSC) was contracted to initiate a research program to ascertain which certifying agencies defined their programs based on the Public Service Commission of Maryland’s definition of a minority owned business. On behalf of PEPCO, LSC completed an extensive research effort to identify additional certifying agencies via internet searches and made inquiries within each agency contact person from the initial approved list and additional agencies identified.

While the list of certifying agencies was compiled, inspected, and finalized, LSC researched various survey tools that could be used to gather data.  After intensive research, an in-depth comparative analysis of the three short-listed research tools was conducted.  The means for gathering pertinent information needed to be flexible for creating a data collector with the ability to provide diverse and complex options.  A survey tool was selected that offered fifty-one (51) templates with unlimited questions yielding a potential of fifteen (15) types of options including: multiple choice, rating scales and text box answers.

Surveys were distributed via a web link and sent by email using Boomerang, a mass email marketing program. The survey window was initially open for a period of four weeks to ensure all agencies had sufficient time to complete the survey.

  • Agency Responsiveness: As this report went into publication, nine agencies were completely unresponsive to the survey.
  • Some agencies acted only as a Platform for others.
  • Three agencies that received the survey only performed outreach and minority business advocacy.
  • Some agencies no longer certified M/WBE.

Thirteen (13) agencies no longer certified any type of business. There were a few deviations from the PSC of Maryland’s M/WBE Requirements. The most significant was that one hundred thirty-nine (139) firms of the solicited three hundred and eight (308) certifying agencies considered people of “other descent” to be classified and certified as minority protected class groups.

Other survey findings resulted in identifying thirteen (13) firms that mirror exact requirements of the Public Service Commission of Maryland and surprisingly one hundred sixty eight (168) have variances that may have value to firms seeking specific certified M/WBEs.
