Located at the corner of 14th Street and Columbia Road, Northwest in the heart Columbia Heights the former Hines Funeral Home was purchased through the National Capital Revitalization Corporation (NCRC). The project was funded in part by The D.C. Department of Housing and Community Development (DHCD).

The state of the art facility allowed The Greater Washington Urban League to expand its services to the community by launching the following programs:

  • Home Purchase Assistance Program – $18 Million Program for DC first time home buyers
  • Weatherization Program – For low income home owners
  • Commodities Supplemental Food Program – Provided food for Seniors, pregnant and new mothers
  • Fatherhood Initiative – Bringing absentee fathers back into the lives of their children
  • Supplemental Funding for DC residents – Delinquent in electric, gas and water payments

L. S. Caldwell & Associates, Inc. (LSC) was responsible for contracting and employment compliance.  Our tasks began with compliance program development, implementation, documentation of efforts and monitoring goal achievements.

LSC supported the completion of the construction of the Project through the implementation and execution of the following regulatory compliance related services:

  • Development of the CBE participation program and implementation plan.
  • Analyzed eligible contracts/dollars to assist in contract sizing, packaging, subcontractor responsibility and subcontractor availability.
  • Outreach to the local contracting community.
  • Ensured all contractors were aware of compliance requirements.
  • Monitored and reported for all tiers, for all trades.
  • $1.9 Million in contracts were awarded and paid to CBE firms.
  • Exceeded minimum participation requirements by $400,000
  • Worked with local community organizations and business associations to ensure specific commitment and economic development benefits occur within the local community.
  • Monitored and verified compliance with Davis Bacon Wage requirements.
  • Monitored and tracked reporting requirements for all trades that had specific contracting and employment goals.
  • 42% of new hires were minorities.
  • 6.9% of Project new hires were women.
