The Enhanced Nitrogen Removal Facility 1C was designed to remove excess nitrogen fumes from the atmosphere thereby enhancing air quality. The contract work includes construction of a Slurry Wall to support Reactor construction, Denitrification Reactors, Post Aeration Tanks, Influent and Effluent Channels and other structures and piping to support the enhanced nitrogen removal process, as well as several ancillary work items.

L. S. Caldwell & Associates, Inc. was retained to implement mandated contracting and employment compliance requirements and to assist Project subcontractors in complying with Environmental Protection Agency (EPA), DC Department of Employment Services (DOES) and the Department of Labor (DOL) regulations. Specific strategies were established and implemented to include:

 

LSC’s specific roles include:

  • Developing a full M/WBE Compliance Plan.
  • Acting as the liaison between AECOM and the Department of Engineering and Technical Services (DETS) and other committees as needed.
  • Conducting Compliance workshops to introduce reporting procedures as required by DC Water.
  • Providing hiring and employment information to other jurisdictional government agencies.
  • Developing and implementing an Outreach Program to procure M/WBE participation:
    • Providing contractor lists from which Ulliman Schutte and subcontractors will select for awards.
    • Meeting with M/WBE contractors to cultivate project interest.
    • Notifying the M/WBE contractors of available subcontracting opportunities.
    • Establishing contact and developing relationships with local business and community organizations to extend M/WBE outreach efforts.
  • Developing a system (including data collection forms and electronic database) to track both M/WBE and non-M/WBE participation on DC Water major projects
