Located across from the Eastern Market Metro and the Historic Eastern Market, the Hine Junior High School Redevelopment Project combines the design skills of architects in the creation of an exciting LEED designed mixed-use development. The development offers 158 residential units (46 affordable), specialty shops, boutiques, and restaurants, a beautifully landscaped plaza and reopened C Street, commercial office space, underground parking and an open area for a flea market. Project design began December 2010 and was planned for completion in June 2013. Construction began July 2013 with a projected completion date of  December 2014.

L. S. Caldwell & Associates, Inc. (LSC) was responsible for contracting and employment compliance. Our tasks began with compliance program development, implementation, documentation of efforts and monitoring goal achievements.

LSC supported the completion of the design of the Project through the implementation and execution of the following regulatory compliance related services:

  • Development of the CBE participation program and implementation plan.
  • Coordinated the efforts of the developer and ultimately the general contractor with CBE identification and development of successful CBE relationships.
  • Worked with local community organizations and business associations to ensure specific commitment and economic development benefits occur within the local community.
  • Analyzing eligible contracts/dollars to assist in contract sizing, packaging, subcontractor responsibility and subcontractor availability.
  • Training  contracts for online reporting and developing specific online report tools designed for this project.
  • Providing instruction to the developer and all project contractors regarding tracking and reporting efforts to reach employment and contracting goals.
  • Monitoring and tracking reporting requirements for all trades that have specific contracting and employment goals.
