The Final Dewatering Facilities – Second Contract entailed the construction of a new dewatering facility as well as modifications to existing dewatering structures at DC Water. Started in 2012, the scope of the $78,081,000 construction contract included building demolitions, excavation, shoring and embankment construction, as well as installing new conveying equipment, piping and ductwork. Working on behalf of Brown & Caldwell and in conjunction with DC Water, LSC assumed responsibility for the implementation, monitoring and reporting of all M/WBE contracting and local employment compliance requirements.

Specific strategies were established and implemented to included:

  • Compliance Project Management including developing, implementing and monitoring the DC Water Compliance Plan
  • Providing contracting and employment technical and administrative support during the construction of the project including coordination of the subcontractor approval process and contractor compliance reporting
  • Providing Compliance Plan overviews and training key project personnel and all applicable contractors in M/WBE contracting, local employment, and certified payroll policies
  • Reviewing outreach programs developed and implemented by contractors to ensure they meet EPA “best faith” requirements
  • Provide a series of management reports that detail contracting and employment goals and achievements
  • Working with DC Water to implement compliance initiatives that support successful program implementation
  • Preparing and implementing compliance progress presentations for the DC Water Board
