The Shops at Dakota Crossing Project consists of 430,000 square feet of retail services located in Fort Lincoln, Washington, DC.  The Project will include national retailers – Costco, Lowes, and Marshalls along with restaurants, a fitness center, and clothing merchandisers to complement the lifestyles of Fort Lincoln residents and others living in nearby neighborhoods.

The project features a 100% Certified Business Enterprise (CBE) development partner certified by the District of Columbia Department of Small and Local Business Development.  The Shops at Dakota Crossing is projected to generate over $634 million in tax revenues for the District of Columbia over the next 30 years.  The Project is also projected to provide over 1,200 combined construction and permanent jobs for post construction operations.

L. S. Caldwell & Associates, Inc. (LSC) has been tasked to implement mandated contracting and employment compliance requirements and to assist Project subcontractors in complying with regulations established by the District of Columbia’s Department of Employment Services (DOES), the Department of Small and Local Business Development (DSLBD) and the US Department of Labor (DOL).

Specific strategies were established and implemented to include:

  • Acting as the liaison between the Development Partner and District Agencies.
  • Conducting Compliance workshops to introduce reporting procedures as required by the District.
  • Developing and implementing an Outreach Program to procure CBE participation.
  • Providing contractor lists from which the General Contractor and subcontractors will select for contract awards.
  • Meeting with CBE contractors to cultivate project interest.
  • Notifying the CBE contractors of available subcontracting opportunities.
  • Developing a data collection and electronic database system to track both CBE and non-CBE participation as well as Certified Payroll on the project.
