Local, Disadvantaged Business Enterprise (LDBE) determined on a Project-by-Project basis

The Metropolitan Washington Airports Authority undertook an extensive $3 billion expansion, renovation and rehabilitation program at Washington Dulles International Airport (IAD) and Ronald Reagan Washington National Airport (DCA) that were completed in 2008. Projects at DCA included additions to existing parking garages, major security related changes, and improvements and upgrades to Terminal A.

At IAD the work included additional and upgrades to existing runways and taxiways, an underground Airport Train System with associated stations to the Concourses, additional gates for aircraft, in-line baggage screening capabilities, construction of new airport access roads, and a new sanitary trunk line to accommodate airport growth. The Authority had a policy that provided the opportunity for Local Disadvantaged Business Enterprises (LDBEs) to participate on all Authority-sponsored contracts.

As a subcontractor to Parsons Management Consultants, the Construction Manager, L. S. Caldwell & Associates, Inc. assisted the Authority’s Equal Opportunity Programs Office in the implementation and monitoring of their Local Disadvantaged and Disadvantaged Business Enterprise (LD/DBE) contracting compliance program by:

  • Having maintained a certification program for LDBEs.
  • Performing market analysis to recommending goals for LD/DBE participation on all contracts.
  • Ensuring project compliance with established goals through, for example, reviewing all contracts prior to their award
  • Carefully monitoring all contractual work performed and contract changes.
