On June 29, 2020, Johns Hopkins finalized the purchase of 555 Pennsylvania Ave., NW, in Washington, D.C., previously home to the Newseum.  The new building will become a state-of-the art University facility for research, education, and public engagement that allows every academic division of the institution to have a presence in the nation’s capital, increasing the University’s ability to bring its research and expertise to national and global policy-making debates.

L. S. Caldwell & Associates, Inc. (LSC) serves as JHU’s project monitor assisting its subcontractors with recording and reporting activities related to receipt of contract values, payments, and invoice values and hiring opportunities.  The project is 100% privately funded and JHU’s voluntary goals are in compliance with the District of Columbia Office of the Deputy Mayor for Planning and Economic Development (DMPED), the Department of Small and Local Business Development (DSLBD) Certified Business Enterprise (CBE) Participation Goals and hiring of DC Residents under a First Source and Workforce Development Memorandum of Agreement.

L. S. Caldwell & Associates, Inc. has been tasked with oversight review of:

  • Track, monitor, analyze and report through the use of LSC’s Compliance Online Reporting (CÔR-2) System.
  •  Compliance Training for subcontractors responsible for submission of Monthly Contractor Reports (MCRs). Works in conjunction with JHU and Clark Construction monitoring and tracking CBE subcontractors to post accurate data contained within Monthly Contracting Reports.
  • Receive and reconcile monthly non-CBE subcontractor payments reported by JHU and Clark Construction.
  • Designed manual reporting and data capture process allowing subcontractors bound by First Source legislation to report monthly employment status which is rolled-up into Workforce Statistics Reports submitted to DMPED.
  • Responsible for preparation of Quarterly Reports, inclusive of CBE subcontract documents, change orders, current contract values and receipts of payments.
