In March of 1938, President Franklin D. Roosevelt presided over the ground breaking of the Potomac River Bridge, later renamed the Harry W. Nice/Senator Thomas M. Middleton Memorial Bridge. The narrow 22 foot dual lane (one lane in each direction) bridge stretches 1.7 miles across the Potomac River; connecting Dahlgren, Virginia and Newburg, Maryland. The attenuated Bridge currently funnels commuters from a four lane highway to a two lane thoroughfare and causes major traffic congestion and delays. Maryland Transportation Authority (MDTA) acknowledges the crossing as vital to the Nation’s security and to the quality of life of thousands of residents who depend on the bridge daily for work, business and recreation. $765 million in funding has been allotted for the construction of a new Potomac River crossing.

L. S. Caldwell & Associates, Inc. (LSC) is charged with Compliance oversight for the project.  LSC serves as the liaison between the Maryland Transportation Authority and Project Contractors to ensure that DBE participation quotas are achieved.

L. S. Caldwell & Associates, Inc. has held numerous responsibilities implementing specific strategies to ensure compliance including Part I and subsequently Part II:

  • Compliance Training for contractors responsible for submission of regulatory compliance reports. The training is comprehensive and offered via LSC proprietary Compliance Online Reporting System (CÔR) software.
  • Collaboration with Project Shareholders and Maryland Transportation Authority to define requirements for the project.
  • Conducting site visits to ensure standard compliance activities are executed in accordance with applicable local laws and regulations.
  • Analyzing eligible contracts/dollars to assist in contract sizing, packaging, and subcontractor responsibility and subcontractor availability.
  • Monitoring and tracking reporting requirements for all trades that have specific contracting and employment goals associated with them.
  • Attending contractor meetings as required to provide guidance on project compliance issues.
  • Researching and identifying organizations to help disseminate Procurement opportunities.
  • Creating and producing various materials, i.e. a flyer that illustrated all opportunities available & information regarding the Trade Procurement Event.
  • Confirming DBEs attendance by forwarding companies follow-up registration emails.
  • Attending outreach meetings as needed to support the identification of interested DBEs.
  • Researching, identifying and contacting DBEs to register for the Trade Procurement Briefings.
  • Overseeing on-site registration and Briefing coordination.

Part II – Our current tasks now include the following responsibilities:

  • Ensuring employment requirements were being implemented and applied on all contracting levels.
  • Confirming all current contracting data submitted by project Subcontractors, Vendors and Primes for both A/E and Construction.
  • Confirming all contracting data submitted from project inception by Subcontractors, Vendors and Primes for both A/E and Construction.
  • Developing Dashboards illustrating numerical accomplishments.
  • Collect, verify and submit Annual FHWA 1329 Reports
  • Coordinate, facilitate and conduct EEO/AA orientation meetings with contractors to address FHWA 1273 requirements. o Conduct follow-up through circumstances and personnel changes
  • Conduct Title VI assessments for compliance and submit report to NNMB Project Civil Rights Program Manager (CRPM). (annually)
  • Implement monthly Recruitment Assessments and Reviews and Monitor contracting Hiring Agreements.
  • Maintain Monthly communication with Southern Maryland Job Source and additional recruitment resources for recruitment outcomes.
  • Conduct Compliance Reviews. (at a minimum annually)
