GCS | Sigal was contracted by developer St. Elizabeth’s 1, LP, a joint venture of Flaherty & Collins Properties and the Anacostia Economic Development Corporation, to build 252 units of mixed income rental housing on the St. Elizabeth’s East Campus, as part of a broader redevelopment of 183 acres on the site of the former St. Elizabeth’s hospital.

L.S. Caldwell & Associates, Inc. (LSC) was engaged to ensure compliance with all relevant contracting and employment goals set forth by the Government of the District of Columbia in accord with the Department of Small and Local Business Development (DSLBD), the Department of Employment Services (DOES), the Department of Housing and Community Development (DHCD) and the US Department of Labor regulations.

Specific strategies established to reinforce compliance conformance include:

  • Train and assist contractors responsible for submission of regulatory compliance reports, including Certified Payroll submission in LCP Tracker and monthly subcontractor invoicing and payment reporting in LSC’s CÔR software.
  • Collaborate with Project Shareholders and the DC DOES in initiating implementation of the First Source Employment Agreement to define Apprentice requirements for the project.
  • Monitor and track contractor and employment participation.
  • Assist with contractor issues and assist with research and remediation.
  • Conduct site visits to ensure on-site compliance activities are consistent with governing legislative authority.
  • Perform compliance audit and remediation for completion of District requirements in the early stages of the project, prior to LSC’s engagement.
  • Attend contractor meetings as required to provide guidance on project compliance issues that require clarity to mitigate the occurrence of possible adverse reporting.
