The Forest Ridge Vistas project is a restoration and renovation of affordable housing construction project. The project consists of 398 affordable rental units encompassing twenty-nine (29) two (2) and three (3) story residential buildings built between 1965 and 1968. Located in Southeast Washington, DC, this project is being constructed by Ellisdale Construction, selected by the Developer, as the General Contractor.  

L.S. Caldwell & Associates, Inc. (LSC) is charged with Compliance oversight for the project.  LSC will serve as the liaison between the Department of Employment Services (DOES), the Department of Small and Local Business Department (DSLBD), the Developer and Project Contractors to ensure that CBE and Employment participation requirements are achieved.

Specific strategies established to reinforce compliance conformance include:

WORKFORCE PARTICIPATION MONITORING

  • Obtain payroll data from LCP Tracker; compile bi-weekly and cumulative workforce diversity data.
  • Analyze construction workforce diversity data to highlight results, trends and identify risks.
  • Coordinating with representatives of the building trades, as appropriate. 
  • Performing site visits periodically to verify workforce participation. 
  • Attend project meetings bi-weekly, or as otherwise requested. 

CONTRACT PARTICIPATION MONITORING

  • Analyzing M/W/DSBE participation data, comparing commitment to actual payment made to M/W/DSBEs. 
  • Tracking payments to contractors/subcontractors and monitoring actual payments relative to goals. 
  • Submitting contract participation reports monthly. 
  • Performing site visits and contacting the grantee, contractors, subcontractors, and other City departments as necessary to verify contract participation. 

STRATEGIES FOR SUCCESS

  • Monitoring contractor compliance through frequent communication, data collection, site visits and participation in project meetings, as necessary. 
  • Identifying, investigating, reporting and resolving discrepancies in the data, as necessary. 
  • Evaluating contractor’s compliance with contract goals.   
  • Providing advice to the Client on actions to be taken in the event of non-compliance and on the pros and cons of alternative actions.
