Medstar Family Choice – District of Columbia (MFCDC) has been awarded a contract to provide healthcare, behavioral health, and pharmacy services for the Department of Health Care Finance’s (DHCF) Medicaid Managed Care Program. The Medicaid Managed Care Program (MMCP) consists of the DC Healthy Families Program (DCHFP), including Adults with Special Health Care Needs (adults receiving Supplemental Security-Income (SSI) and with SSI-related disabilities), the District of Columbia Healthcare Alliance Program (Alliance), and the Immigrant Children’s Program (ICP) As member of the largest healthcare system in the Washington-Metropolitan area, Medstar Family Choice District of Columbia is committed to providing quality service to their patients, their families, and the community at large through this Program 

 

L. S. Caldwell & Associates, Inc. (LSC) is charged with Compliance oversight for MFCDC’s Medicaid Managed Care Program (MMCP) to ensure their utilization of District of Columbia’s Certified Business Enterprises (CBEs) is captured and accurately reported to the Department of Small and Local Business Development (DSLBD)In addition, LSC will also create and implement outreach strategies to attract potential healthcare providers interested and qualified in becoming CBE certified with MFCDC on this project.  Finally, LSC will review and submit all required documentation to the Department of Employment Services (DOES) on behalf of MFCDC and their Vendors as well as develop and implement strategies to achieve the District resident hiring goals set forth in this project’s First Source Employment Agreement.   

Specific strategies established to reinforce compliance conformance include:

LSC is responsible for:

  • Assisting MFCDC with understanding and implementing this project’s compliance requirements. 
  • Updating and/or amending as needed MFCDC’s Subcontracting Plan. 
  • Assisting potential CBE Contractors with the completion of the CBE Certification Application and submission to Department of Small and Local Business Development (DSLBD). 
  • Providing LSC’s proprietary online Compliance Online Reporting System (CÔR) that tracks, monitors, and reports CBE spending. 
  • Providing Compliance Training for subcontractors responsible for submission of Monthly Contractor Reports (MCRs) in CÔR.   
  • Monitoring and tracking reporting requirements to ensure all contracting and employment goals are met. 
  • Preparing Quarterly Reports to include the collection of CBE Master Service Agreements and Vendor Verification Forms. 
  • With Client input and approval, designed a strategic plan for confirming CBE/SBE interviews. 
  • Provided research for database management and other marketing technical/administrative support. 
  • Attended outreach meetings as needed to support the identification of interested CBE/SBEs. 
  • Researched, identified and contacted CBE/SBEs to register for the Trade Procurement Briefings. 
  • Overseeing on-site registration and Briefing coordination. 
  • Created all on-site signage, registration documentation and captured photo images of the Briefings. 
  • Provided client with a follow-up report, outlining all deliverables and statistics for the Briefing.
