Following many years of studies, in October 2012, the Virginia Department of Transportation (VDOT) awarded a contract to US 460 Mobility Partners to design and construct a fifty-five (55) miles, four (4) lane highway to improve Route 460 extending from Petersburg to Suffolk, Virginia.  The Project value is estimated to be $1.396 Billion.  The Project has significantly increased safety for drivers using the route, as well as residents of the area.  

 In January 2012 (VDOT), awarded HDR Engineering, Inc. (HDR) a contract to develop and administer the following Programs:  Project Management, Design Management, Environmental Management, Right of Way and Utility Management, Traffic Management, Public Affairs/Outreach, Safety, Construction Management, Materials Management, Risk Management Financial and Administrative Monitoring and the Disadvantaged Business Enterprise (DBE) and Small, Women and Minority (SWaM) owned Business Enterprise Programs.

 

L. S. Caldwell & Associates, Inc. (LSC) was retained by HDR to assist and augment the Virginia Department of Transportation (VDOT), Civil Rights Division in support of the project’s compliance management for Disadvantaged Business Enterprises (DBE) and Small, Women and Minority (SWaM) owned Business Enterprise Programs. 

LSC performed the following tasks

  • Monitored compliance by Route 460 Mobility Partners and their subcontractors with the Comprehensive Agreement designed to assure adherence to federal and state statutes governing the project’s contract. 
  • Confirmed that that consultants, sub-consultants, prime contractors and subcontractors were in full compliance with VDOT’s contracting rules and regulations. 
  • Provided project management, administration and support in civil rights compliance, public affairs communications, and all other relevant activities required to administer the Comprehensive Agreement.
