The DC Public Library SE project is a renovation and expansion construction project. The project consists of pre-design, engineering services, construction services, etc. Located in Southeast Washington, DC, this project is being constructed by Whiting Turner, as the General Contractor.

L.S. Caldwell & Associates, Inc. (LSC) is charged with Employment Compliance oversight for the project.  LSC will serve as the liaison between the Department of Employment Services (DOES), and the General Contractor and Project Subcontractors to ensure that employment participation requirements are achieved.

Workforce Participation Monitoring

  • Obtaining First Source and payroll data from the contractor and compiling bi-weekly and cumulative workforce diversity data.
  • Analyzing construction workforce diversity data to highlight results, trends and identify risks.
  • Coordinating with representatives of the building trades, as appropriate.
  • Review and ensure certified payrolls are submitted on a weekly timely basis.
  • Attend project meetings bi-weekly, or as otherwise requested.

Other Overall Monitoring

  • Monitoring contractor compliance through frequent communication, data collection, site visits and participation in project meetings, as necessary.
  • Identifying, investigating, reporting, and resolving discrepancies in the data, as necessary.
  • Evaluating contractors’ compliance with workforce goals.
  • Providing advice to the Client on actions to be taken in the event of non-compliance and on the pros and cons of alternative actions.
