The NW One Phase 2 Project is the second of three phases that will deliver approximately 600 residential mixed-use, mixed income units and more than 56,000 square feet of retail and community services in the NoMa neighborhood. The Phase II building will have units for residents earning 30 percent and 60 percent of AMI or less. The unit mix will consist of 12 efficiency units, 80 one-bedroom units, 65 two-bedroom units, 44 three-bedroom units and 11 four-bedroom units. Approximately 83 units will operate with Local Rent Supplement Program subsidies from the DC Housing Authority. Also, 11 of the 83 at 30 percent of AMI will be Permanent Supportive Housing units that will be operated under the PSH program. Seventy-two apartments will be reserved for tenants who previously lived at the Temple Courts and Golden Rule affordable housing communities that were demolished in 2008.

L.S. Caldwell & Associates, Inc. (LSC) has been obtained for Compliance oversight for the project.  LSC will serve as the liaison between the Department of Employment Services (DOES), the Department of Small and Local Business Department (DSLBD), The Office of the Deputy Major for Planning & Economic Development (DMPED), The Department of Labor (DOL), Davis Bacon and Related Acts requirements, the Developer, General Contractor, and all tiers of subcontractors to ensure that Contracting and Employment participation requirements are achieved.

Within scheduled guidelines, LSC will complete the following tasks:

WORKFORCE PARTICIPATION MONITORING

  • Obtain, review, and submit required documentation to DOES – Office of First Source
  • Monitor, review, approve or request clarification for Weekly Certified Payroll reports in LCP Tracker per DOES requirement.
  • Obtain payroll data from the subcontractor for comparison to Weekly Certified Payroll submissions.
  • Ensure contractor and subcontractors are utilizing correct wages for project approved Wage Determination.
  • Monitor and ensure applicable subcontractors are registered or registering with the D.C. Apprenticeship Council.
  • Monitor non-exempt subcontractors to provide monthly reporting of hiring compliance.

CONTRACT PARTICIPATION MONITORING

  • Obtain, review, and verify CBE participation for meeting or exceeding contract requirements.
  • Analyze, review and track CBE participation data and verify spend.
  • Tracking payments to subcontractors and monitoring actual payments relative to goals.
  • Submit contract participation reports monthly.
  • Quarterly reporting to DSLBD on CBE participation as required.

OTHER OVERALL MONITORING

  • Prepare weekly agendas, provide data and reporting to moderate weekly meetings for project status updates and upcoming requirements.
  • Monitor contractor compliance through frequent communication, data collection, and clarification of compliance regulations.
  • Identify, investigate, report, and resolve discrepancies in the data, as necessary.
  • Evaluate and advise contractor and subcontractor of compliance status against contract goals.
  • Provide advice to the Client on actions to be taken in the event of non-compliance and on the pros and cons of alternative actions.
  • Obtain, review, submit and monitor all agency requirements with subcontractors
