Department of Licensing and Consumer Protection’s (DLCP) Business and Professional Licensing Administration Occupational and Professional Licensing (OPL). OPL supports the District’s non-health occupational and professional boards, commissions, and programs, enforces regulations, and offers licenses in more than 125 occupational and professional categories. The boards, commissions, and programs are responsible for reviewing applications, administering examinations, responding to certification requests by other jurisdictions, and regulating the practices of individual professions.

L. S. Caldwell & Associates, Inc. (LSC) is responsible for working with the DC Department of Licensing and Consumer Protection to support DLCP’s licensing operations, including information dissemination, license printing and distribution, and application processing and approval. Licensing operation functions are facilitated by a team of ten (10) permanent General Clark 11/ Customer Service Representatives, one (1) General Clark 111/ Assistant Manager, and one (1) Project Operations Manager via telephone, email, and chat systems.

LSC is responsible for:

  • Serving as the initial point of contact with the customers.
  • Responding promptly to inquiries fielded through various channels.
  • Boards respond to or complete reviews and approvals of applications for licensure within three (3) business days of receipt of complete application submission.
  • Fulfilling daily and monthly reporting requirements and conducting continuous quality reviews, monitoring, and evaluation to ensure compliance with the district’s laws, regulations, and established business rules.
