Ryan Homes was contracted by GEI Windermere, Developer, to build 34 moderately priced townhomes to revitalize the East Baltimore Community. The Project owner, East Baltimore Development, Inc., has set policies determining Contractor and Employment Inclusion Goals that must be monitored, tracked and analyzed as a part of EBDI’s Project Development Policy.

L. S. Caldwell & Associates, Inc. (LSC) was charged with Compliance oversight for Ryan Homes’ townhome construction segment of the project. LSC served as Ryan Homes’ project monitor assisting its vendors to record and report activities related to Purchase Order values, receipt of payments, invoice values, employee work-hours, wages, and job titles as well as residential locations to assure compliance with mandated Employment Inclusion Goals. LSC additionally analyzed the results of vendor reporting and met consistently with EBDI, Project Owner and GEI Windermere (GEI), Project Developer to discuss goal achievement and plan future requirements.

Specific strategies established to reinforce compliance conformance included:

  • Compliance Project Management services from the pre-construction phase through Project completion.
  • Compliance Training for contractors responsible for submission of regulatory compliance reports. Training was comprehensive and offered via LSC’s proprietary Compliance Online Reporting (COR) software.  Davis Bacon certified payroll training was included.
  • Performing Qualitative and Quantitative Analysis to determine contractor and employee designations in accord with EBDI’s Economic Inclusion Goals.
  • Developing and maintaining a set of protocols as well as documentation for responding to concerns/inquiries associated with the compliance aspects of the project.
  • Assuming responsibility for Project Reporting inclusive of report documents to Ryan Homes, GEI and EBDI.

Reports and data were submitted to the LSC COR System.  LSC Compliance Officers communicated with Clients through emails, phone calls and in person meetings.
